How to buy VPN,SOCKS ect.

Ok, as we know at the first most important is to get a secure and untraceable network. But how i can pay for it? Lets say i want to buy some VPN access but i have to pay for it. Should i use my own cc or paypal at first time?
Also confused about security - i need to use VPN AND SOCKS or VPN OR SOCKS? I know what is VPN but not familiar with SOCKS yet.
