You can't really do it but if you could it wouldn't be easy. You can try getting as much information on the card holder and breaching into their banking account and changing the settings from there, social engineering the holder's bank or telephone company in order to get their SIM number swapped to yours etc. It's just not worth it unless you have a really good and worthy target.
