Usually PayPal wants to see your buying/selling history be relatively stable.
You can't go from having nothing to accepting/sending $2,000 without any issues they'll limit your account and ask for tracking information, Util bills etc. Even if you're accepting $100-$400 here and there...anything over $1,000 gets screened for verification to newer accounts and accounts with low transaction histories.
Best advice is get all the docs you need so once you pass 1-2 of those they won't be limiting your account anymore.
